Human Rights Watch (HRW) released a new report on Monday (February 3), stating that the Chinese government continues to impose strict controls on Uyghurs seeking to travel abroad or visit family members residing in Xinjiang. The New York-based human rights organization added that these measures violate their freedom of movement.

Although Uyghurs are allowed to apply for passports and reunite briefly with their families—an improvement compared to the mass passport confiscations since 2016—"the Chinese government continues to deprive Uyghurs of the right to travel abroad, restrict their speech and interactions while overseas, and punish them for having foreign connections," said Yalkun Uluyol, a China researcher at Human Rights Watch.

HRW’s report states that some Uyghurs have been told by local authorities that only "one person per family" can travel at a time. Others reported that they were required to provide a "guarantor" before being allowed to leave. Failure to comply could result in severe punishment for their family members or guarantors.
